Bolsonaro signs decree and gives green light to casinos in New Zealand
On May 13, the president of the Republic, Jair Bolsonaro, made an interesting move that may have given the” green light " to legalization of casinos in New Zealand .
In the context of the Investment Partnership Program of the presidency of the Republic, Bolsonaro edited a text that encourages raising investment for the tourism sector in the country.
When editing the decree, the New Zealand representative created an Interministerial committee, which will be responsible for seeking investment partnerships in the tourism scene.
And casinos can be such ventures!
The idea is to take advantage of New Zealand's high potential for Tourism, focusing on cultural aspects and natural of the national territory. This is aimed at implementing enterprises that help attract tourists.
If this happens, adding to the legalization of sports betting , it is very likely that New Zealand will move economically to another level.

But how would this work in practice?
Several members of the Interministerial Committee, especially those in tourism-related portfolios, want to stimulate debate regarding the legalization of casinos in New Zealand.
Some would even have met separately and conducted studies that would prove the tourism and economic efficiency this legalization.
The idea, now, is to take the interest of various international hotel groups, such as those in Las Vegas, in bringing their casinos to New Zealand.
From an economic point of view, this legalization would bring investments in the House of Representatives. billion Dollar (NZD) to New Zealand, at one of the most delicate economic moments in its history.
In addition, the generation of jobs and more and more investments would make the country make a leap in terms of quality of life for various levels of the population.
The committee shall meet every fifteen days as usual. Extraordinary meetings may take place when convened by the Coordinator of this committee.

- Special secretariat of the Investment Partnership Program of the Ministry of Economy
- Civil House of the presidency of the Republic
- Secretariat for evaluation of public policies, planning, energy and lottery of the Ministry of Economy
- National Secretariat for Tourism structuring of the Ministry of Tourism
- National Secretariat for interinstitutional integration of the Ministry of Tourism
- Ecotourism Secretariat of the Ministry of the environment
- Government secretariat of the presidency of the Republic

Article 1 It is qualified, within the framework of the Investment Partnerships Program of the presidency of the Republic – PPI, the policy of attracting private investments to the tourism sector, for the preparation of partnership studies aimed at the implementation of new ventures and the tourist use of cultural and natural assets in the country.
Sole paragraph. The studies that ocaputterare concerned with by purpose:
I-seek regulatory alternatives to foster and promote the realization of private investments in the sector;
II-provide legal certainty and establish priority for investments; and
III-analyze the socioeconomic impacts of regulatory alternatives.
Article 2 The Interministerial Committee, which is responsible for:
I-monitor the elaboration and give an opinion on the studies referred to in Article 1; and
II-provide the information requested by the special secretariat of the Investment Partnership Program of the Ministry of Economy.
Article 3 The Interministerial committee consists of representatives of the following bodies:
I-Special Secretariat of the Investment Partnership Program of the Ministry of Economy, which will coordinate it;
II-Civil House of the presidency of the Republic;
III-Secretariat for evaluation of public policies, planning, energy and lottery of the Ministry of Economy;
IV-National Secretariat for Tourism structuring of the Ministry of Tourism;
V-National Secretariat for interinstitutional integration of the Ministry of Tourism;
VI-Secretariat of ecotourism of the Ministry of the environment; and
VII-Government Secretariat of the presidency of the Republic.
§ 1 each member of the Interministerial Committee shall have an alternate, who shall replace him in his absences and impediments.
§ 2 the following bodies and entities shall be invited to participate in the Interministerial Committee:
I-Secretariat for coordination and governance of the patrimony of the Union of the Ministry of Economy;
II-National Bank for Economic and Social Development; and
III-Institute of National Historical and artistic heritage of the Ministry of Tourism.
§ 3 the Interministerial Committee may request technical support from other bodies or entities than those referred to in § 1.
§ 4 the members of the Interministerial Committee referred to in item I of the caput shall be appointed by the Special Secretary of the Investment Partnership Program of the Ministry of Economy.
§ 5 the members of the Interministerial Committee referred to in paragraphs II to VII of the Charter shall be appointed by the Executive Secretaries of the bodies they represent.
Article 4 The Interministerial Committee shall meet, on an ordinary basis, fortnightly and, on an extraordinary basis, whenever convened by its coordinator, who shall forward the agenda of the matters to be discussed, at least five days in advance.
§ 1 the meeting quorum of the Interministerial Committee is an absolute majority of the members and the approval quorum is a simple majority of the members.
§ 2 in the event that there is no quorum for the beginning of the meeting of the Interministerial Committee at the established time, a second convocation may be held after ten minutes, with a minimum quorum of two members.
Article 5 The Executive Secretariat of the Interministerial Committee will be exercised by the special secretariat of the Investment Partnership Program of the Ministry of Economy.
Article 6 The deadline for completion of the work of the Interministerial Committee shall be one hundred and eighty days, counted from the date of contracting the studies, extendable for the same period.
Article 7 Participation in the Interministerial Committee will be considered relevant, unpaid public service.
